thre is no tablet of vision there i think....... it is on valley of saints ;P

yes , u can .
The map bug with invisible walls .
try walk around walls . or target npc and write /attack .

there are some rocks on the left side of the orcs.
Go behind those rocks and u'll be able to reach the tablet
