Yes, there is. If you are a noble you a have teleport to TOI 1,3,5,7,9,10,13 ;D
If you are registered on seven signs and your seal wins you also can use teleport to TOI upper floors in the oracle of dawn.

There's two ways to port up into TOI:

1. Dimention stones (red and blue)red will take you to the 10th floor and blue to the 5th floor I think.
2. If you are on the winning side of the 7 signs and have joined Gnosis seal.
