The Trader/Blacksmiths of Mammon

Every time I try to walk up to the Trader of Mammon as well as the Blacksmith of Mammon to check them out and possibly take advantage of the services they offer, they dissappear.
Why is that? I would really like to check them out.

Is this some sort of prerequisite to interact with the blacksmith?
